Evaluability assesment of the Asia Regional Child (ARC) Project in the context of its mid-term evaluation

ILO published ECOPER’s evaluability assessment of the Asia Regional Child (ARC) Project in the context of its mid-term evaluation.

The goal of the “Asian Regional Child Labour (ARC) Project Evaluability Review” is to assess the project’s design and implementation to ensure it is on track to achieve its objectives of reducing child labor and enhancing child protection in selected regions. This review is conducted in the context of the mid-term evaluation of the ARC project, funded by the UK Foreign, Commonwealth & Development Office (FCDO). The evaluability review aims to evaluate the project’s logical framework, risk analysis, causal logic, and the effectiveness of its monitoring and evaluation (M&E) systems. It also seeks to identify areas for improvement to enhance the project’s impact and sustainability.

The methods used in the evaluability review include a detailed analysis of the project’s log frame, risk assessments, and the Theory of Change (ToC). The review examines the quality of indicators, baselines, targets, and milestones to ensure they are appropriate and measurable. It also assesses the M&E capacities of key partner organizations and the resources allocated for M&E activities. The review involves monthly review meetings, differentiated M&E practices for various activities, and the use of both qualitative and quantitative data collection methods. Recommendations are made to improve the project’s ToC, indicator framework, and data disaggregation to better capture the project’s direct effects and ensure the inclusion of gender and disability considerations.
